This paper is one of the four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and multi-disciplinary partners. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policy makers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.Advancing and protecting the public's health depends upon the coordination of actions by many, diverse partners. This anniversary edition has been updated to account for political and economic developments - from the greater interest in redistributing income and the ascendancy of behaviorism to the Trump presidency. Rhoads explores opportunity cost, marginalism, and economic incentives and explains why mainstream economists - even those well to the left - still value free (...) markets. He critiques economics for its unbalanced emphasis on narrow self-interest as controlling motive and route to happiness, highlighting philosophers and positive psychologists' findings that happiness is far more dependent on friends and family than on income or wealth. In broadcast news interviews, interviewees will occasionally address the interviewer by name. As a method of establishing the directionality of talk, address terms are redundant in this institutional context because the normative question/answer activity structure and associated participation framework make the direction of address transparent and knowable in advance. But address terms can be deployed in the service of a variety of actions beyond addressing per se. Some of these involve disaligning actions such as topic shifts, non-conforming responses, and disagreements. (...) Others involve the presentation of views as particularly significant or sincere. ABSTRACT With few exceptions, the effectiveness of continuing education mandates has been measured by self-report assessments of the professional psychologists who fulfill them. The present investigation provided a longitudinal look at the number of approved CE providers and the incidence of licensing board complaints across a succession of two-year cycles prior to, and following, the 2012 implementation of CE mandates in the State of Illinois. Findings showed a substantial increase in the number of CE providers across that time, though no (...) significant change in the incidence of licensing board complaints, suggesting that the increased availability of CE did not translate into lower complaint rates. Possible reasons for these findings are noted, and recommendations for future work are detailed in support of an evidence-based approach to CE that better articulates and aligns its objectives with its outcomes in an era of renewed accountability in the health professions. In evaluating a metatheory, it is possible and desirable to use methods found in critical metatheory. In this post, I use such tools to rigorously analyze and quantify the internal logical structure of Wilber's metatheory. The results show that Wilber's metatheory is unlikely to be of much use in practical application and that it has much room for growth and improvement.

In this essay, I will discuss how understanding the structure of theory suggests an objective path towards improved validity and the efficacy of application. Using the “Twenty Tenets” (from the Integral World web site) as a data source, I will present a brief, preliminary, study of integral theory as a starting point for future studies and conversations. Finally, I will also make recommendations for the advancement of theory toward higher levels of robustness. The say-on-pay regulation in the Dodd-Frank Act requires publicly-traded U.S. firms to hold a nonbinding, advisory shareholder vote on executive compensation. Advocates claim that SOP voting gives shareholders a mechanism to hold managers and boards more accountable. Critics contend that SOP votes may simplistically reflect shareholders’ reactions to the overall value of CEO compensation or the firm’s net income. However, based on prior research, we contend that market participants’ SOP votes are likely to consider current income attributes. For example, the (...) market punishes firms that do not meet or beat benchmarks such as analyst earnings expectations, and that shareholders scrutinize the quality of the income sources of firms that consistently meet/beat analyst expectations. We thus expect that more shareholders will provide ‘agree’ SOP votes for a firm that consistently meets/beats analyst forecasts and does so when net income does not include nonrecurring gains. Further, we consider whether perceptions about the fairness of CEO compensation play a mediating role in the relationship between the interaction of these two current income attributes and SOP votes. Results from an experiment using evening MBA students as participants indicates that the two current income attributes significantly interact with respect to the percentage of agree SOP votes, and that compensation fairness perceptions fully mediate this relationship. Further, the mediating effect of compensation fairness perceptions is robust to including CEO-level and other determinants found in prior research. We conclude with a discussion of our findings and their implications for public policy and research. (shrink)

This paper articulates a formal theory of belief incorporating three key theses: (1) belief is a dyadic relation between an agent and a property; (2) this property is not the belief's truth condition (i.e., the intuitively self-ascribed property which the agent must exemplify for the belief to be true) but is instead a certain abstract property (a "thought-content") which contains a way of thinking of that truth condition; (3) for an agent a to have a belief "about" such-and-such items it (...) is necessary that a possesses a language of thought, $M_{a}$ , and that a (is disposed as one who) inwardly affirms a sentence of $M_{a}$ in which there are terms that denote those objects. Employing an extended version of E. Zalta's system ILAO, the proffered theory locates thought-contents within a typed hierarchy of "senses" and their "modes of presentation", the provisional definitions of which (suppressing complications added later to accommodate the contents of beliefs about beliefs) are as follows. The aforementioned "constituents" and "appropriate semantic relations" are formally characterized so as to permit a system of canonical descriptions for thought-contents of arbitrary complexity. The current state of the world suggests we have some difficulty in developing effective policy. This paper demonstrates two methods for the objective analysis of logic models within policy documents. By comparing policy models, we will be better able to compare policies and so determine which policy is best. Our ability to develop effective policy is reflected across the social sciences where our ability to create effective theoretical models is being called into question. The broad scope of this issue suggests (...) a source as deep as our unconscious ways of thinking. Specifically, our reliance on modern and postmodern thinking has limited our ability to develop more effective policy, and more particularly, logic models. The move in some quarters toward “integral” thinking may provide insights that support the creation of more useful policy models. However, some versions of that thinking seem to be unwittingly mired in modern and postmodern thinking. This paper identifies how integral thought may be clarified, allowing us to advance beyond postmodern thinking. Usefully, this “neo-integral” form of thinking supports the creation of more mature policy models by encompassing greater complexity and a careful understanding of interrelationships that may be identified within the logic models that are commonly found in policy analyses. Neo-integral thinking is related to more complex forms of systems thinking and both are found in recent conversations within the nascent field of metatheory. And, to some extent, a logic model within a policy operates as a kind of theoretical model because both may be used to inform understanding and decision-making. Therefore, it seems reasonable to apply neo-integral thinking and metatheoretical methodologies to conduct critical comparisons of logic models. In the present paper, these methodologies are applied to critically compare two logic models. The structure of each model is analyzed to objectively determine its complexity and formal robustness. The complexity is determined by quantifying the concepts and connections within each model. The robustness of a model is a measure of its internal integrity, based on the ratio between the total number of aspects and the number of concatenated aspects. In this analysis, one policy model is found to have a robustness of 0.08, while another is found to have a robustness of 0.67. The more robust policy is expected to be much more effective in application. Implications for policy development and policy application are discussed. (shrink)

This paper is an examination of certain assumptions that, I hold, lie in the background of MacIntyre’s conception of the formation of the intellectual schema as found, most prominently, in Whose Justice? Which Rationality? and Three Rival Versions of Moral Enquiry. A thorough examination of MacIntyre’s concept of the rational schema, I will show, reveals that the parsing he proposes to carry out on intellectual history is confronted with a problem that finds its analogue in the field of biological taxonomy. (...) In order to carry out this project of determining where the seams lie in intellectual history one must first recognize that the parsing itself is a scheme-dependent undertaking. As such it is not unlike the necessarily somewhat arbitrary identification of species and genera in the biological realm. In other words, it should be recognized that intellectual history, like the morphology of the plant and animal kingdoms, is continuous, not discreet. An almost wholly unexamined assumption that stalks through Whose Justice? and Three Rival Versions is that there are something like intellectual natural kinds in the history of ideas. Indeed, the notion that there are “traditions” at all in the sense in which MacIntyre uses the term may be a highly conventional artefact of an Enlightenment-era view of intellectual progress. This leads me to conclude that MacIntyre has failed to observe that the view of traditions and schemes neatly succeeding one another, on which much of his critique is dependent, is itself a product of the perspective he calls “encyclopedia.” This, in turn, will make manifest why it is that almost all of MacIntyre’s examples of rational scheme-switching are from the natural sciences rather than the normative, a fact I will show is connected to a paradigm of linear progression that one tends to find in the exact sciences, but not in praxis. A fundamental cognitive function found across a wide range of species and necessary for survival is the ability to navigate complex environments. It has been suggested that mobility may play an important role in the development of spatial skills. Despite evolutionary arguments offering logical explanations for why sex/gender differences in spatial abilities and mobility might exist, thus far there has been limited sampling from nonindustrialized and subsistence-based societies. This lack of sampling diversity has left many unanswered questions regarding the effects (...) that environmental variation and cultural norms may have in shaping mobility patterns during childhood and the development of spatial competencies that may be associated with it. Here we examine variation in mobility, performance on large-scale spatial skills, and performance on small-scale spatial skills among Twa forager/pastoralist children whose daily lives have been dramatically altered since settlement and the introduction of government-funded boarding schools. Unlike in previous findings among Twa adults, boys and girls show similar patterns of travel on all measures of mobility. We also find no significant differences in spatial task performance by gender for large- or small-scale spatial skills. Further, children performed as well as adults did on mental rotation, and they outperformed adults on the water-level task. We discuss how children’s early learning environments may influence the development of both large- and small-scale spatial skills. (shrink)

There continues to be a debate on whether addiction is best understood as a brain disease or a moral condition. This debate, which may influence both the stigma attached to addiction and access to treatment, is often motivated by the question of whether and to what extent we can justly hold addicted individuals responsible for their actions. In fact, there is substantial evidence for a disease model, but the disease model per se does not resolve the question of voluntary control. (...) Recent research at the intersection of neuroscience and psychology suggests that addicted individuals have substantial impairments in cognitive control of behavior, but this "loss of control" is not complete or simple. Merchant and Rockness (1994, p. 92) characterize earnings management as "probably the most important ethical issue facing the accounting profession" and provide initial evidence of the ethical judgments of various organizational members. The current study extends their work by examining the extent to which an individual''s ethically-related judgments in response to earnings management activities are associated with the individual''s role.In an experimental study, evening MBA students read three hypothetical scenarios involving a manager engaging in earnings management. The scenarios involved a (...) gain from an operating activity, a gain from an accounting activity, and a loss from an accounting activity. Before reading the cases, however, participants were randomly assigned to one of three roles: a shareholder, another manager from the company who is unfamiliar with the manager in the case, or another manager from the company who is familiar with the manager in the case. The Sarbanes–Oxley Act of 2002 requires audit committees of public companies’ boards of directors to install an anonymous reporting channel to assist in deterring and detecting accounting fraud and control weaknesses. While it is generally accepted that the availability of such a reporting channel may reduce the reporting cost of the observer of a questionable act, there is concern that the addition of such a channel may decrease the overall effectiveness compared to a system employing only non-anonymous reporting options. The (...) rationale underlying this concern involves the would-be reporter’s likelihood of reporting, the seriousness with which the organization treats an anonymous report, and the organization’s ability to thoroughly follow-up the report. Thus, we explore the extent to which the availability of an anonymous reporting channel influences intended use of non-anonymous reporting channels. Further, in response to Sarbanes–Oxley and the environment of financial scandals that led to its passage, many firms are strengthening their internal audit departments, and providing them with greater independence from upper management’s direct control. Accordingly, our examination tests whether the intended use of the internal audit department as an internal reporting channel is greater when the internal audit department is of “high” versus “low” quality. Finally, the study investigates intended reporting behavior across three different cases (e.g., settings). Results show that the existence of an anonymous channel does reduce the likelihood of reporting to non-anonymous channels, that generally the internal audit department quality does not affect reporting to non-anonymous channels, and that case-setting affects the type of channel to be used.
